This set was figure of Mega Bloks Halo Armory Series. These sets included one complete figure and body parts to "Pop 'n Swop" with body parts on the main figure to form a completely different figure (in this case the head and left arm) . The Elite combat form was the main figure and the the alternate figure was a purple Combat Elite. (see picture No.8 in the gallery below).
