The Red and Blue Spartan II (Mk VI armor) were part of the Halo 2 Character Pack and are meant to represent multiplayer mode in the game.
In Halo lore the first armor Spartans wore was Mark IV. There is no Mark I,II or III.
There is no "Spartan I" program. Dr. Halsey named her recruits Spartans after the the Greek warriors who where trained from childhood to be warriors. The "II" designation was to honor the men and women of the Orion Project which was the UNSC's first super soldier program.
